What we study

Areas of expertise

The Institute’s research unfolds across eight thematic clusters that together cover the main areas of public policy. Each domain brings together its own experts and analyses, and jointly they compose the sectoral architecture of Romania’s Country Plan 2030–2060. This structure allows a view of the country’s development that is at once specialised and integrated.

Economy & public finance

This domain examines the country’s economic architecture, from fiscal-budgetary policy and the sustainability of public debt to the efficiency of spending and long-term competitiveness. We begin from the fundamental question of how public resources turn into value for the citizen and into a foundation for solid, balanced growth. We study both macroeconomic vulnerabilities and the levers through which the state can strengthen its financial resilience. The aim is a clear economic grounding for the reforms set out in the Country Plan.

Institutions, law & administration

This domain looks at how the state functions, through the lens of administrative reform, regulatory quality and the capacity of institutions to fulfil their mission. We start from the premise that a predictable and competent administration is the foundation of any successful public policy. We study the rule of law, the coherence of the regulatory framework and the mechanisms through which institutions regain their authority and public trust. We propose solutions that strengthen the professionalism, transparency and continuity of administrative action.

Security & international relations

This domain addresses national security in its broad sense, from defence and resilience to energy security and Romania’s position within the Euro-Atlantic architecture. We treat security as a condition for long-term stability and a premise for economic and social development. We analyse the regional strategic environment, the commitments made within NATO and the European Union, and the country’s capacity to anticipate and manage risks. The research offers a framework for a clear-eyed and firm positioning of Romania in a world undergoing profound transformation.

Education, health & demography

This domain places human capital at the centre, regarded as the country’s most precious resource. We study the reform of education and health systems, demographic dynamics and the phenomenon of migration, attentive to their effects on long-term development. In our view, investment in people, in knowledge and in public health is the deep engine of a nation’s progress. The research identifies the directions through which Romania can preserve and fully realise its human potential.

Infrastructure, energy & connectivity

This domain analyses the physical and digital backbone of the economy, from strategic investment and the energy transition to transport and digital transformation. We follow how connectivity, in all its forms, sustains the country’s competitiveness and territorial cohesion. We treat infrastructure as an investment in the future, one that links regions together, opens markets and brings services closer to the citizen. The research grounds development priorities over the 2030–2060 horizon.

Environment & climate change

This domain integrates the climate challenge into the logic of every public policy, through the study of adaptation, environmental policy, the circular economy and the management of natural resources. We begin from the conviction that sustainability is a condition of durable prosperity and, at the same time, a responsibility toward the generations to come. We analyse climate risks as well as the opportunities the green transition brings to the Romanian economy and society. The research proposes a considered balance between economic development and the protection of the environment.

Culture, society & cohesion

This domain explores the social fabric of the country, through the lens of cohesion, cultural capital, civic participation and the reduction of territorial inequalities. We regard cohesion as the foundation of a resilient society, one able to remain united in the face of trials. We study cultural identity, social trust and the mechanisms through which communities develop in a harmonious way. The research seeks a more balanced Romania, in which progress reaches both the centre and the margins of the country.

External positioning & diplomacy

This domain considers Romania’s place in the world, through the study of economic diplomacy, regional influence, strategic partnerships and foreign policy. We analyse how the country can strengthen its role as a credible and active actor on the regional and global stage. We pursue the full use of its geographic position, its European and Euro-Atlantic membership, and the partnership networks Romania can cultivate. The research provides the foundation for a coherent diplomacy, anchored in the long-term national interest.
