About the institute
An independent instrument for Romania’s strategic future.
The Institute for Reconstruction, Public Policy and Strategy (IRPPS) is a private-law, non-profit foundation based in Bucharest. Its purpose is to produce independent academic research in public policy and national strategy, with particular emphasis on the country’s long-term planning. IRPPS was born from the conviction that the decisions shaping a nation’s destiny deserve to rest on rigorous knowledge, honest deliberation and a perspective that looks beyond the immediate horizon.
Rebuilding the country’s strategic continuity.
Since 1989, Romania’s strategic planning has largely remained a prisoner of the electoral cycle. Close to forty governments have succeeded one another, with an average tenure under one year, and eight major national strategies commissioned since 1996 faded away with each change of government. The diagnosis of the country’s problems already exists, set out clearly in reports by the World Bank, Eurostat, the European Commission and academia. What remains to be built is an independent instrument, endowed with academic authority and mandated to produce a complete plan, one capable of enduring beyond political terms. IRPPS is founded precisely to meet this need.
Our mission
IRPPS produces, coordinates and publishes independent academic research in public policy and national strategy, with particular emphasis on the country’s long-term planning. The Institute places sound, impartial and verifiable analysis at the disposal of decision-makers, academia and the wider public, designed to underpin durable public policies. The conviction that animates us is that solid public decisions rest on rigorous knowledge and on a view that takes in the whole, beyond the pressure of the moment. On this foundation we set every study, every analysis and every reform proposal.
Flagship project
Romania’s Country Plan 2030–2060
The mission of the first institutional stage is to produce Romania’s Country Plan 2030–2060, the country’s strategic reference document. Its purpose is to offer decision-makers, academia and the public a coherent, documented and multi-sectoral map of Romania’s optimal trajectory. The Plan is a substantial research work, carried out over twenty-four months of active effort, with an architecture set on five phases and eight sectoral clusters, supported by an international network of more than six hundred experts. In its full form, the document spans between eight thousand and eleven thousand pages, organised in five volumes, namely the national diagnosis, the vision and scenarios, the architecture of reforms, the implementation mechanisms and an executive summary in English. The public launch is scheduled for September 2029.

How we work
Our research rests on a comparative methodology of international scope. We examine the benchmarks of at least fifteen states with relevant trajectories, consult the expert network systematically and validate results through academic peer review. We integrate statistical data from verifiable sources such as Eurostat, the World Bank, Romania’s National Institute of Statistics and the OECD, and on this basis we build scenarios through quantitative and qualitative modelling. Throughout this process, the rigour of the method remains the guarantee we offer our readers.
